Our History: From ideas to policy to progress
Evergreen was founded by former Inslee for America staff to build an all-out national mobilization to defeat the climate crisis and create millions of jobs in a clean energy economy.

Set the Federal Climate Agenda
We released a series of detailed policy roadmaps that helped shape the Biden administration’s climate strategy and became core components of the Build Back Better framework.
Defined the Debate
We led the No Climate, No Deal campaign, rallying 16 senators and 14 representatives and reshaping the infrastructure negotiations. Frequently cited in national press (200+ stories), we emerged as a leading climate policy voice.
Protected Climate Investments
After the Clean Electricity Performance Program (CEPP) was removed from negotiations, we led the push to retain and expand alternative climate investments. While the overall bill shrank by 50 percent, climate funding took a smaller cut and became the largest category of investment.
We also advanced the Civilian Climate Corps vision, helping secure $30 billion for it—triple the president’s original proposal.
Helped Deliver the Inflation Reduction Act
Many IRA provisions—including clean energy tax credits, community block grants, and the Greenhouse Gas Reduction Fund—reflected policies first outlined in our Evergreen Action Plan. We mobilized support at a pivotal moment to secure passage of the largest climate investment in U.S. history.
Mobilized Public Engagement
We generated tens of thousands of public comments and petitions in support of strong climate standards, including vehicle emissions standards and power sector rules, and pushed the administration on its authority to limit the expansion of fossil fuel production.
Launched a State Climate Program
We began working with elected officials and policymakers to help pivotal states maximize IRA funds, tell a compelling clean energy story, and push state leaders toward bold climate action.
Supported Michigan’s Clean Energy Breakthrough
We elevated the economic and health case for state climate legislation that became Michigan’s Clean Energy Future package—demonstrating the potential for 160,000 new jobs and lower household energy costs if federal funds were fully leveraged.
Held Utilities Accountable
Evergreen ran a national accountability campaign targeting utility lobbying groups, leading eight major utilities to break with their trade association over anti-climate obstruction.
Gave EPA the Grade—and Drove Results
We evaluated and tracked 11 proposed power-sector rules and helped mobilize over 1 million public comments urging strong standards (ultimately, 9 of the 11 rules were finalized). We also drove comments (over 15,000) to support strong vehicle standards for cleaner air and healthier communities.
Supported Urgent Action
Once the Inflation Reduction Act passed, we pushed the movement, policymakers, and the public to make the most of the historic investments to maximize results as quickly as possible. And we created an executive climate gameplan for the final stretch of Biden’s presidency, outlining the most important executive steps needed to equitably and effectively align IRA climate investments and key climate standards toward urgent climate action.
Secured Major State Wins
Evergreen helped Pennsylvania secure nearly $400 million in federal Climate Pollution Reduction Grants to decarbonize heavy industry. Continued defending and advancing nation-leading climate laws in Michigan.
Accelerated Clean Transportation
We mobilized thousands of comments supporting strong light-duty vehicle standards and played a leading role in shaping the administration’s National Zero-Emission Freight Corridor Strategy—which steered $30 billion toward heavy-duty charging infrastructure.
Released Evergreen Action Plan 2.0
In coordination with 100+ partners, we published a next-generation federal climate roadmap outlining an ambitious and actionable agenda for the next chapter of U.S. climate leadership.
Expanded Digital Reach and Accountability Campaigns
Evergreen produced high-impact digital campaigns, including a utility accountability video that was seen over 536,000 times and got 41,000 people to demand reform.

Defending Clean Energy in Michigan
Working alongside local leaders, we helped Michigan pass nation-leading climate legislation in 2023. Now we’re continuing to champion these initiatives, defending them from repeal and pushing for implementation.
