How Michigan Set Itself on the Fast Track to Clean Energy
In 2023, Michigan passed into law a bold package of nation-leading clean energy policies. The historic package includes a 100 percent clean energy (by 2040) standard, legislation that makes it easier to build new wind and solar projects, and a directive to create a new office within the state Department of Labor and Economic Opportunity to ensure workers and communities aren’t left behind in the transition.
Transitioning to clean energy is a win-win-win for Michiganders: a more reliable grid, lower energy costs for families, and less harmful pollution.

Michigan is already a blueprint for other states across the nation—but the work isn’t over
Michigan has established itself as a national clean energy leader. In a moment of federal backsliding, the state’s ability to prove that clean energy and affordability rise or fall together will shape not just its own economic and climate future, but the credibility of clean energy leadership across the Midwest and beyond.
“We wanted to ensure that as we have these aggressive goals, they could be met realistically and affordably and didn’t create a cost burden on our residents,” said Sen. Sam Singh, the main sponsor of the 2023 climate and clean energy package.
The stakes now are implementation. Decisions by the Michigan Public Service Commission, the governor’s office, and legislators on utility planning, transmission, and rate-setting will determine how these laws translate into lower monthly bills…or get undermined by costly overbuilding and weak oversight. Modeling from Synapse and NRDC shows that, when done right, clean energy is one of the most effective tools Michigan has to rein in energy costs—but only if regulators prioritize affordability over utility profits.
